British North America Act, 1867

A dominion was any of several largely self-governing countries of the British Empire. Progressing from colonies, their degrees of colonial self-governance increased unevenly over the late 19th century through the 1930s, and some vestiges of empire lasted in some areas into the late 20th century. With the evolution of the British Empire into the Commonwealth of Nations, finalized in 1949, the dominions became independent states, either as Commonwealth republics or Commonwealth realms.
In 1925, the British government created the Dominion Office from the Colonial Office, although for the next five years they shared the same secretary in charge of both offices. "Dominion status" was first accorded to Canada, Australia, New Zealand, Newfoundland, South Africa, and the Irish Free State at the 1926 Imperial Conference through the Balfour Declaration of 1926, recognizing Great Britain and the Dominions as "autonomous communities within the British Empire, equal in status, in no way subordinate one to another in any aspect of their domestic or external affairs, though united by a common allegiance to the Crown and freely associated as members of the British Commonwealth of Nations". Their full legislative independence was subsequently confirmed in the 1931 Statute of Westminster. In the 1920s and 1930s, they began to represent themselves in international bodies, in treaty making, and in foreign capitals. Later India, Pakistan, and Ceylon (now Sri Lanka) also became dominions, for short periods of time.
With the transition of the British Empire into the Commonwealth of Nations after World War II, it was decided that the term Commonwealth country should formally replace dominion for official Commonwealth usage. This decision was made during the 1949 Commonwealth Prime Ministers' Conference when India was intending to become a republic, so that both types of governments could become and remain full members of the Commonwealth, and this term hence refers to the autonomous dominions and republics.
After this, the term dominion without its legal dimension stayed in use for thirty more years for Commonwealth countries which had the crown as head of state, before gradually, particularly after 1953, being replaced by the term realm, as equal realms of the crown of the Commonwealth.
Imperial Conferences (Colonial Conferences before 1907) were periodic gatherings of government leaders from the self-governing colonies and dominions of the British Empire between 1887 and 1937, before the establishment of regular Meetings of Commonwealth Prime Ministers in 1944. They were held in 1887, 1894, 1897, 1902, 1907, 1911, 1921, 1923, 1926, 1930, 1932 and 1937.
All the conferences were held in London, the seat of the Empire, except for the 1894 and 1932 conferences which were held in Ottawa, the capital of the senior Dominion of the Crown. The 1907 conference changed the name of the meetings to Imperial Conferences and agreed that the meetings should henceforth be regular rather than taking place while overseas statesmen were visiting London for royal occasions (e.g. jubilees and coronations).
The Balfour Report of 1926 was an important document in Canada’s evolution to become a fully self-governing nation. The report declared that Britain and its Dominions were constitutionally equal. The findings of the report were made law by the British Parliament in the 1931 Statute of Westminster. This was the founding document of the modern Commonwealth. Canada remained linked to Britain politically. But legal power shifted decisively to the Canadian Parliament and its prime minister. This shift quickly led to an independent Canadian foreign policy and to the creation of its diplomatic service. It took several decades before Canada assumed all of its other powers under the Statute.

"The British Empire comprised the dominions, colonies, protectorates, mandates, and other territories ruled or administered by the United Kingdom and its predecessor states. It began with the overseas possessions and trading posts established by England in the late 16th and early 17th centuries. At its height in the 19th and early 20th century, it was the largest empire in history and, for a century, was the foremost global power. By 1913, the British Empire held sway over 412 million people, 23 percent of the world population at the time, and by 1920, it covered 35.5 million km2 (13.7 million sq mi), 24 per cent of the Earth's total land area. The Commonwealth of Nations, often simply referred to as the Commonwealth, is an international association of 56 member states, the vast majority of which are former territories of the British Empire from which it developed. They are connected through their use of the English language and historical-cultural ties. The chief institutions of the organization are the Commonwealth Secretariat, which focuses on intergovernmental relations, and the Commonwealth Foundation, which focuses on non-governmental relations between member nations. Numerous organizations are associated with and operate within the Commonwealth.
The Commonwealth dates back to the first half of the 20th century with the decolonization of the British Empire through increased self-governance of its territories. It was originally created as the British Commonwealth of Nations through the Balfour Declaration at the 1926 Imperial Conference, and formalized by the United Kingdom through the Statute of Westminster in 1931. The current Commonwealth of Nations was formally constituted by the London Declaration in 1949, which modernized the community and established the member states as "free and equal".
"A Commonwealth realm is a sovereign state within the Commonwealth that has Charles III as its monarch and ceremonial head of state. All the realms are equal with and independent of the others, though one person, resident in the United Kingdom, acts as monarch of each. The phrase Commonwealth realm is an informal description not used in any law.
As of 2024, there are 15 Commonwealth realms: Antigua and Barbuda, Australia, The Bahamas, Belize, Canada, Grenada, Jamaica, New Zealand, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Solomon Islands, Tuvalu, and the United Kingdom. All are members of the Commonwealth of Nations, an intergovernmental organization of 56 independent member states. Charles III is also Head of the Commonwealth, a non-constitutional role."
A head of state (or chief of state) is the public persona of a sovereign state. The specific naming of the head of state depends on the country's form of government and separation of powers; the head of state may be a ceremonial figurehead or concurrently the head of government and more.
In the executive branch, the head of government is the highest or the second-highest official of a sovereign state, a federated state, or a self-governing colony, autonomous region, or other government who often presides over a cabinet, a group of ministers or secretaries who lead executive departments.

The Governor General is the Monarch’s representative in Canada. They have important constitutional responsibilities, including signing bills into law, summoning and dissolving Parliament, and swearing in the Prime Minister and Cabinet.
The Prime Minister is the Head of Government. They traditionally play many roles including political party leader, Cabinet leader and MP. The Prime Minister determines the government’s agenda, guides policy development and selects members of the Cabinet.
The Cabinet develops policies to govern the country and introduces bills to transform these policies into law. Most Cabinet ministers oversee a government department. They report to Parliament and explain their department’s activities. They also provide direction to their departments on the development and implementation of government policies."
"The Cabinet of Canada is a body of ministers of the Crown that, along with the Canadian monarch, and within the tenets of the Westminster system, forms the government of Canada. Chaired by the prime minister, the Cabinet is a committee of the King's Privy Council for Canada and the senior echelon of the Ministry, the membership of the Cabinet and Ministry often being co-terminal; as of November 2015 there were no members of the latter who were not also members of the former.
For practical reasons, the Cabinet is informally referred to either in relation to the prime minister in charge of it or the number of ministries since Confederation. The current Cabinet is the Cabinet of Justin Trudeau, which is part of the 29th Ministry. The interchangeable use of the terms cabinet and ministry is a subtle inaccuracy that can cause confusion.
King's Privy Council of Canada
"The King's Privy Council for Canada, sometimes called His Majesty's Privy Council for Canada or simply the Privy Council (PC), is the full group of personal consultants to the monarch of Canada on state and constitutional affairs. Practically, the tenets of responsible government require the sovereign or his viceroy, the governor general of Canada, to almost always follow only that advice tendered by the Cabinet: a committee within the Privy Council composed usually of elected members of Parliament. Those summoned to the KPC are appointed for life by the governor general on the advice of the prime minister of Canada, meaning that the group is composed predominantly of former Cabinet ministers, with some others having been inducted as an honorary gesture. Those in the council are accorded the use of an honorific style and post-nominal letters, as well as various signifiers of precedence."
"The Treasury Board of Canada is the Cabinet committee of the Privy Council of Canada which oversees the spending and operation of the Government of Canada and is the principal employer of the core public service. The committee is supported by the Treasury Board of Canada Secretariat, its administrative branch and a department within the government itself.
The committee is chaired by the president of the Treasury Board, currently Anita Anand, who is also the minister responsible for the Treasury Board of Canada Secretariat.
The Canadian Cabinet is arranged into several committees with varying responsibilities, but all other ones are informal structures and frequently change. Currently organized under the Financial Administration Act, the Treasury Board is the only one created by law and is officially a committee of the Privy Council.
Its role in government makes it far more powerful than most Cabinet committees as it is responsible for "accountability and ethics, financial, personnel and administrative management, comptrollership, approving regulations and most Orders-in-Council". It is also unique in that its committee chair, the president of the Treasury Board, is a member of Cabinet by virtue of holding that office—other Cabinet committees are chaired by minister holding seats in Cabinet by virtue of some other office."

Government in medieval monarchies generally comprised the king's companions, later becoming the royal household, from which the officers of state arose, initially having household and government duties. Later some of these officers became two: one serving state and one serving household. They were superseded by new officers, or were absorbed by existing officers. Many of the officers became hereditary and thus removed from practical operation of either the state or the household.
Especially in the Norman kingdoms these offices will have common characteristics. In the United Kingdom, the Great Officers of State are traditional ministers of The Crown who either inherit their positions or are appointed to exercise certain largely ceremonial functions or to operate as members of the government. Separate Great Officers of State exist for England and for Scotland, as well as formerly for Ireland. It was the same in the Kingdoms of Sicily and Naples. Many of the Great Officers became largely ceremonial because historically they were so influential that their powers had to be resumed by the Crown or dissipated.
"The Imperial Federation League was a 19th-century organization which aimed to promote the reorganization of the British Empire into an Imperial Federation, similarly to the way the majority of British North America confederated into the Dominion of Canada in the mid-19th century. The League promoted the closer union of the British Empire and advocated the establishment of "representative government" for the UK, Canada and the self-governing colonies of 'Australasia' (Australia and New Zealand) and Cape Colony (the future Union of South Africa) within a single state."
"A British High Commission is a British diplomatic mission, equivalent to an embassy, found in countries that are members of the Commonwealth of Nations. Their general purpose is to provide diplomatic relationships as well as travel information, passports, dual-citizenship information, and other services between Commonwealth states.
Where some Commonwealth countries are not represented in another Commonwealth country, the British High Commission can assist such Commonwealth countries' citizens in some cases.
William Henry Clark served as Britain's first high commissioner (1928–1934), sent to Ottawa at the request of the Canadian prime minister in the aftermath of the King–Byng affair and the Balfour Declaration of 1926. Appointed by the Dominions Office, the High Commissioner to Canada assumed the governor general's role as agent of the British government.
Some countries that were outside the Commonwealth, but have now returned to their membership of the Commonwealth, have replaced their embassies and ambassadors with High Commissions and High Commissioners."
His Majesty's Diplomatic Service
"His Majesty's Diplomatic Service (HMDS) is the diplomatic service of the United Kingdom of Great Britain and Northern Ireland, dealing with foreign affairs and representing British interests overseas, as opposed to the Home Civil Service, which deals with domestic affairs. It employs around 14,000 people, roughly one-third of whom are crown servants working directly for the Foreign, Commonwealth and Development Office, either in London or abroad. The remaining two-thirds are employed locally by one of nearly 270 British diplomatic missions abroad (such as embassies, consulates and high commissions). The Permanent Under-Secretary of State for Foreign Affairs is also the Head of the Diplomatic Service."
In early December 1936, a constitutional crisis in the British Empire arose when King Edward VIII proposed to marry Wallis Simpson, an American socialite who was divorced from her first husband and was in the process of divorcing her second.
The marriage was opposed by the governments of the United Kingdom and the Dominions of the British Commonwealth. Religious, legal, political, and moral objections were raised. As the British monarch, Edward was the nominal head of the Church of England, which at this time did not allow divorced people to remarry in church if their ex-spouses were still alive. For this reason, it was widely believed that Edward could not marry Simpson and remain on the throne. As a twice-divorced woman, Simpson was perceived to be politically, morally and socially unsuitable as a prospective queen consort. It was widely assumed by the Establishment that she was driven by love of money or position rather than love for the King. Despite the opposition, Edward declared that he loved Simpson and intended to marry her as soon as her second divorce was finalized.
The widespread unwillingness to accept Simpson as the King's consort and Edward's refusal to give her up led to his abdication in December 1936. He was succeeded by his brother Albert, who became George VI. Edward was given the title of Duke of Windsor, and styled Royal Highness, following his abdication, and he married Simpson the following year. They remained married until his death 35 years later.
Elizabeth Angela Marguerite Bowes-Lyon (4 August 1900 – 30 March 2002) was Queen of the United Kingdom and the Dominions of the British Commonwealth from 11 December 1936 to 6 February 1952 as the wife of King George VI. She was also the last Empress of India from 1936 until the British Raj was dissolved in August 1947. After her husband died, she was officially known as Queen Elizabeth The Queen Mother, to avoid confusion with her daughter Queen Elizabeth II.
In 1936, Elizabeth's husband unexpectedly became king as George VI when his older brother, Edward VIII, abdicated in order to marry American divorcée Wallis Simpson. Elizabeth then became queen consort. She accompanied her husband on diplomatic tours to France and North America before the start of the Second World War. During the war, her seemingly indomitable spirit provided moral support to the British public. After the war, her husband's health deteriorated, and she was widowed at the age of 51. Her elder daughter, aged 25, became the new queen.
